Development Facts


Winslow-Celentano is a Senior/Disabled high-rise development, providing 65 homes for residents 62 years and older, residents with disabilities and senior disabled residents. These balconied studio and 1-bedroom units include a bathroom and living and dining areas, and some are compliant with the Americans with Disabilities Act (ADA) and Uniform Federal Accessibilities Standards (UFAS). Elevator service and off-street parking are available. Parks, restaurants, museums and cinemas are accessible in this historic “Little Italy” section of New Haven.

RAD Group III


RAD Group III is a Low-Income Housing Tax Credit and Project Based Voucher (PBV) development composed of 2 different developments: Charles T. McQueeney Towers and Winslow-Celentano. The development is currently under construction under the HUD Rental Assistance Program. The families who reside in the development are LIHTC and Housing Choice Voucher qualified. Under the HCV program families pay no more than 30% of their adjusted annual income for rent.

The project is comprised of two Highrise buildings consisting of zero- and one-bedroom units. Community features include 24-hour maintenance, resident activities, security systems, food banks, and onsite management offices.
