BREAKING GROUND REPORT 2023

This report summarizes housing data in New Haven since 2010, draws
conclusions about the state of the housing market and housing
affordability in the city, and makes policy recommendations for the
city to implement immediately. The report primarily focuses on the severity
and scale of New Haven’s housing affordability problems: the severity calls
or urgency and the scale calls for scalable solutions.

Vacancy rates crashed during the pandemic and rents rose dramatically,
