Crawford Manor Redevelopment
Preserving Landmark Housing Through the RAD Program
The redevelopment of Crawford Manor showcases how Elm City Communities is leveraging the RAD program to preserve affordable housing while advancing resident well-being.
Through RAD, Crawford Manor, a 15-story, 109-unit senior housing community designed by architect Paul Rudolph, will undergo a comprehensive rehabilitation that upgrades every apartment, modernizes building systems, and enhances energy efficiency, safety, and accessibility.
Listed on the National Register of Historic Places, Crawford Manor stands as an iconic example of New Haven’s Brutalist architecture. The redevelopment will restore its historic character while integrating modern, sustainable systems to ensure long-term operational efficiency and comfort for senior residents.
Funded through Federal and State Historic Tax Credits and Low-Income Housing Tax Credits (LIHTC), the Crawford Manor redevelopment exemplifies how RAD enables Elm City Communities to preserve landmark housing, modernize communities, and protect affordability for future generations.
