Coreen Toussaint

Coreen Toussaint is the Senior Vice President of Housing Choice Voucher & Operations at Elm City Communities (ECC), where she leads the Housing Choice Voucher and Operations division and brings more than 15 years of experience in Housing Choice Voucher administration. As SVP, Coreen provides strategic oversight of affordable housing program operations, regulatory compliance, and agency-wide initiatives that advance operational excellence and effective service delivery.

Prior to joining Elm City Communities, Coreen held progressively responsible leadership positions at other public housing authorities, where she built a strong foundation in program administration, compliance, and team leadership across multiple housing programs.
