Coreen Toussaint

Coreen Toussaint serves as Senior Vice President of Housing Choice Voucher & Operations at Elm City Communities (ECC), bringing more than 15 years of progressive leadership experience in affordable housing and HUD-regulated programs. In her role, Coreen provides strategic leadership and operational oversight for ECC’s Housing Choice Voucher Program and Public Housing Operations, with a focus on regulatory compliance, program performance, operational effectiveness, and high-quality service delivery.

Throughout her career, Coreen has developed extensive expertise in Housing Choice Voucher administration, public housing operations, HUD compliance, Moving to Work (MTW) initiatives, program integrity, quality assurance, policy development, process improvement, and workforce leadership. She has led large-scale housing programs, managed complex program operations, and guided teams through regulatory, technological, and organizational change.

Prior to serving as Senior Vice President, Coreen held progressively responsible leadership roles, including Vice President of the Housing Choice Voucher Program and Director of Housing Choice Voucher Programs. Earlier in her career, she advanced through multiple leadership roles within the nation’s largest municipal housing preservation and development agency.

At ECC, Coreen is committed to strengthening systems, advancing accountability, developing high-performing teams, and leveraging technology and data to improve program performance and the customer experience. Coreen holds a Master of Public Administration, a Bachelor of Social Work, and a Bachelor of Science. Her professional credentials include several affordable housing industry certifications, including Housing Choice Voucher Executive Management, Public Housing Executive Management, Housing Choice Voucher Financial Management, SEMAP, NSPIRE, and Housing Quality Standards (HQS).
