Elm City Communities
Elm City Communities/Housing Authority of New Haven (ECC/HANH) is the public housing agency serving the City of New Haven.
We serve over 6,100 families and over 14,000 individuals through our public housing, housing choice voucher and low-income housing tax credit programs. Through our affordable housing programs, residents pay no more than 30% of their income toward their housing expenses. Families are supported in reaching their life goals through a full array of supportive services that lead to the increased income, entrepreneurism, education attainment, homeownership and more.

Leadership & Partnerships
Elm City Communities consists of the Housing Authority of the City of New Haven and two affiliated instrumentalities: The Glendower Group, LLC, a non-profit development company, and 360 Management Group, Co., a non-profit property management company. In addition, we have partnered with other entities to manage some properties.
The Glendower Group
Empowering Responsible Development
The Glendower Group (Glendower) is a nonprofit 501(c)(3) corporation established in November 2001 as an instrumentality to the Elm City Communities / Housing Authority of New Haven (ECC/HANH). Glendower is at the forefront of those leading the private sector market in affordable housing and provides comprehensive and integrated real estate development services.
They have closed over 10 major redevelopments, served as the sole developer or co- developer on 15 major affordable and market rate development projects and been awarded over $336 million dollars in redevelopment funds. Glendower has redeveloped over 2,250 units and relocated over 2,500 families, orchestrating successful neighborhood transformations. Glendower has leveraged over $544 million.
Union Square – A Choice Neighborhood
This plan aims to transform the Robert T. Wolfe Apartments and surrounding “Union Square” community. Robert T. Wolfe is a 92-unit, low-income, public housing high rise located adjacent to the Union Station Train Station, New Haven Police Headquarters and the former site of Church St. South housing development in need of significant redevelopment to meet the needs of its residents. It is located adjacent to downtown, The Hill and the Medical Center District in the newly monikered Union Square area, an area like Robert T. Wolfe, in need of reinvestment.
The $500,000 CNI Planning Grant award enables ECC/HANH and Glendower to complete the development of the Transformation Plan.
The vision for the site is one of innovation, opportunity, and community empowerment. Through a comprehensive redevelopment plan, Glendower will aim to follow HUD’s three-pronged “Housing, People and Neighborhood” approach by:
- Gathering data at the resident and neighborhood level by holding resident, community & stakeholder engagement charrettes to assure that residents and other stakeholders are meaningfully engaged in the planning and implementation process
- Developing a plan for housing design, neighborhood improvements and employment, education and health care programs
- Embarking on initiatives for Beautification, Community Arts, Fresh Food access and Homeowner/Business Façade enhancement programs
360 Management Group
Building Stronger Communities
360 Management Group, Co. (360) is a 501(c)3, non-profit instrumentality of Elm City Communities/Housing Authority of the City of New Haven) formed in 2018 to preserve low income and affordable housing in New Haven and its surrounding areas. In collaboration with Glendower, other affordable housing developers, and investors, 360 Management strives to create and maintain vibrant housing communities that enrich and revitalize neighborhoods through community and economic development. 360 Management currently manages multifamily developments subsidized and/or financed with state and federal affordable housing programs such as Low-Income House Tax Credits (LIHTC), Rental Demonstration Assistance (RAD), HUD Moderate Rehabilitation (Mod Rehab), HOME, Project-based and Tenant-based voucher programs.
Through RAD redevelopment and rehabilitation with The Glendower Group, 360 Management is currently managing a portfolio that consists of 82 buildings (456 units) including:
Led by Pat Johnson, who has over 20 years of asset and property management experience, the 360 Management team development was a consistent part of the goals that were adopted by HANH in its Strategic Plan for 2016-2018 to ensure organization stability, create a new structure for Glendower Development and Glendower Management and generate a diversity of funding through the management of non-ECC properties and commercial leasing opportunities. 360 Management is a vehicle to increase ECC/HANH’s influence beyond New Haven and generate additional income for the agency.
