Yesica Hernandez-Perez serves as Senior Vice President of Property Operations for 360 Management Group, an instrumentality of Elm City Communities/The Housing Authority of the City of New Haven. With over a decade of progressive leadership experience in affordable housing and property operations, she has played a key role in advancing operational excellence, regulatory compliance, resident satisfaction, and portfolio performance across mixed-finance and affordable housing communities. In her current role, she directs portfolio-wide operations for a 1,407-unit portfolio spanning 11 communities across New Haven, Connecticut, leading operational strategy, occupancy and collections initiatives, lease-up efforts, policy development, compliance oversight, and cross-functional collaboration that supports both organizational growth and resident well-being.
Prior to her promotion to Senior Vice President, Yesica served as Vice President of Property Operations, Director of Property Operations, and Property Operations Coordinator, steadily advancing through the organization through her strong leadership, operational expertise, and commitment to its mission. In these roles, she oversaw property operations, managed regulatory compliance initiatives related to LIHTC, HUD, REAC, and RAD/PBV programs, coordinated with investors and external partners, and worked collaboratively with leadership teams to implement operational improvements and organizational standards. Her trajectory reflects deep institutional knowledge of the organization’s portfolio, systems, and regulatory environment.
Yesica has also played an instrumental role in building the operational infrastructure of 360 Management Group as a mission-based property management company, contributing to the establishment of its Human Resources, Purchasing and Accounts Payable, and Compliance and Waitlist departments. She is recognized for her collaborative leadership style, problem-solving abilities, and dedication to creating safe, high-quality affordable housing communities, and for navigating highly regulated environments while maintaining strong relationships with residents, staff, investors, and community stakeholders. She works extensively with Yardi and Power BI to drive data-informed decision-making across the portfolio.
She holds a Master of Science in Criminal Justice from Walden University and a Bachelor of Science in Criminal Justice from the University of New Haven, and is currently pursuing an MBA in Business Administration with a concentration in Business Analytics at Southern Connecticut State University. She also maintains several industry certifications, including C7P, Tax Credit Specialist, Advanced Tax Credit Specialist, RAD/PBV Specialist, and Project Management Certification.
